Continuation of Law Enforcement Coordinating Committees
- All existing Law Enforcement Coordinating Committees (LECCs) created by Executive Order No. 829 continue their role.
- LECCs serve as venues for coordination among various government law enforcement agencies at national, regional, and provincial levels.
Composition of the National Law Enforcement Coordinating Committee (NALECC)
- Chaired by the Director General of the Philippine National Police (PNP).
- Members include heads of key law enforcement and government agencies:
- National Bureau of Investigation (NBI)
- Economic Intelligence and Investigation Bureau
- Dangerous Drug Board
- Bureau of Fisheries and Aquatic Resources
- Philippine Coast Guard
- Bureau of Immigration and Deportation
- National Intelligence Coordinating Agency
- Bureau of Customs
- Bureau of Internal Revenue
- Forest Management Bureau
- Philippine Ports Authority
- Aviation Security Command
- Bureau and Air Transportation Offices
- Civil Relations Service, Armed Forces of the Philippines (AFP)
- Airport Authorities (Ninoy Aquino and Mactan-Cebu)
- Export Processing Zone Authority (EPZA)
- National Police Commission (NAPOLCOM) Vice-Chairman
- Other national government agencies with law enforcement functions.
Composition of Regional Law Enforcement Coordinating Committee
- Chaired by the PNP Regional Director.
- Includes heads/administrators of regional or field offices of agencies listed in Section 2.
- Includes Peace and Order Coordinator of the region.
Composition of Provincial Law Enforcement Coordinating Committee
- Chaired by the PNP Provincial Director.
- Includes heads of provincial field offices or stations of agencies in Section 2.
- Includes Peace and Order Coordinator of the province.
Law Enforcement Coordinating Committees' Coordinating Centers
- Each committee at national, regional, and provincial levels must maintain a coordinating center.
- These centers coordinate day-to-day law enforcement activities among member agencies.
- The NALECC Secretariat acts as the National Coordinating Center, monitoring regional and provincial activities.
Meeting Frequency
- Each LECC shall convene at least once monthly.
- Purpose is to discuss, monitor, and assess government law enforcement programs.
Regulatory Authority
- The Chairman of the Peace and Order Council shall issue implementing rules and regulations for this Executive Order.
Revocation of Inconsistent Orders
- All orders, issuances, rules, and regulations inconsistent with this Executive Order are revoked or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon signing on December 9, 1992.
