Executive Order No. 41 establishes Law Enforcement Coordinating Committees in the Philippines to ensure the proper enforcement and execution of laws, promoting better coordination and cooperation among government law enforcement agencies.

The Law Enforcement Coordinating Committees (LECCs) created pursuant to EO No. 829 serve as the venue for coordination of law enforcement activities.

The Director General of the Philippine National Police (PNP) is the Chairman of the national LECC.

Members include the Director of the National Bureau of Investigation, Director of the Economic Intelligence and Investigation Bureau, Executive Director of the Dangerous Drug Board, Commissioner of the Bureau of Immigration and Deportation, and Commissioner of the Bureau of Customs.

The Regional LECC is composed of the PNP Regional Director (Chairman), heads or administrators of regional or field offices of the government agencies named in Section 2, and the Peace and Order Coordinator of the region.

The PNP Provincial Director chairs the Provincial LECC.

The Office of the Secretariat, NALECC, functions as the National Coordinating Center that collates and monitors the activities of the Regional and Provincial Coordinating Committees.

Each Law Enforcement Coordinating Committee at all levels is required to meet at least once a month.

The Chairman of the Peace and Order Council is vested with the authority to issue appropriate rules and regulations for the implementation of EO No. 41.

All orders, issuances, rules and regulations or parts thereof that are inconsistent with EO No. 41 are revoked or modified accordingly.
