Composition of Local Development Councils
- Barangay Development Council headed by the Barangay Captain, composed of:
- Sangguniang Barangay
- Department of Local Government officer assigned to the municipality
- Government agency representatives in the barangay
- Private sector and NGO representatives
- City and Municipal Development Councils headed by the Mayor, composed of:
- Barangay Captains
- Chairman of the Appropriations Committee of the Sangguniang Panglungsod/Bayan
- Heads of city/municipal departments and agencies (one per department/agency)
- Private sector and NGO representatives (up to one-fourth of members, confirmed by ex-officio members)
Executive Committee
- Local development councils may establish an Executive Committee through council resolution.
- The Executive Committee’s membership, functions, and responsibilities are defined by the council.
Sectoral or Functional Committees
- Local development councils may organize sectoral or functional committees.
- These committees will operate according to rules and regulations prescribed under Section 9.
Secretariat
- Each council shall have a Secretariat responsible for technical support, documentation, and reporting.
- Barangay Secretariat headed by Barangay Secretary, assisted by Department of Local Government officer.
- Municipal, City, and Provincial Secretariats headed by their respective Planning and Development Coordinators.
- Councils determine the secretariat’s membership.
- Government agencies shall provide requested technical support; NGOs and educational institutions may also provide assistance.
Functions of Local Development Councils
- Provincial, City, and Municipal Councils:
- Formulate socio-economic development plans (long-term, medium-term, annual).
- Develop public investment programs.
- Appraise and prioritize development programs and projects.
- Formulate local investment incentives to attract private investment.
- Coordinate, monitor, and evaluate programs and projects.
- Perform other law or authority-provided functions.
- Barangay Councils:
- Mobilize citizen participation.
- Identify local development programs and projects.
- Monitor and evaluate program and project implementation.
- Perform other functions as provided by law or authority.
Relation to Local Legislative Bodies and Regional Development Council
- Sangguniang Barangay approves Barangay Development Council proposals before submission to City/Municipal Council.
- Sangguniang Panglungsod and Sangguniang Bayan approve City/Municipal Council proposals before submission to Provincial Council.
- Sangguniang Panlalawigan approves Provincial Council proposals before submission to Regional Development Council.
- Regional Development Council integrates approved policies and projects into Regional Development Plan before submission to NEDA Board.
Budget Information
- Department of Budget and Management provides financial resource information to the councils to guide planning.
Planning and Budgeting Measures
- Development Budget Coordination Committee of NEDA Board and Department of Local Governments modifies budget preparation processes.
- Guidelines to enhance councils’ autonomy in programming projects consistent with local and national priorities.
Implementing Authority
- NEDA Board, in coordination with the Department of Local Governments and local government leagues, authorized to promulgate implementing rules and regulations.
Repealing Clause
- All inconsistent orders, rules, regulations, or parts thereof are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon issuance.
