The Executive Order covers the Provincial Development Councils, City Development Councils, Municipal Development Councils, and Barangay Development Councils.

The Barangay Development Council is headed by the Barangay Captain and is composed of the Sangguniang Barangay, the Department of Local Governments officer assigned to the municipality, representatives of government agencies assigned in the barangay, and representatives of private sector and non-governmental organizations operating in the barangay.

The City and Municipal Development Councils are headed by the Mayor and composed of the Barangay Captains, the Chairman of the Appropriations Committee of the Sangguniang Panglungsod/Bayan, heads of offices of departments and agencies represented in the Cabinet with one representative per department, and representatives of the private sector and non-governmental organizations not exceeding one-fourth of the members.

Local Development Councils may create an Executive Committee by council resolution and organize sectoral or functional committees as per the rules and regulations provided under Section 9 of the Executive Order.

The Secretariat provides technical support, documentation of proceedings, and report preparation. The Barangay Development Council Secretariat is headed by the Barangay Secretary; Municipal, City, and Provincial Councils' Secretariats are headed by their respective Planning and Development Coordinators.

Their functions include formulating long-term, medium-term, and annual socio-economic plans and policies, formulating public investment programs, appraising and prioritizing development projects, formulating local investment incentives, coordinating and monitoring programs, and performing other functions as provided by law.

The Barangay Development Council is tasked with mobilizing citizen participation in local development, identifying programs and projects based on local needs, monitoring and evaluating implementation, and performing other functions as provided by law.

The Sangguniang Barangay, Sangguniang Panglungsod/Bayan, and Sangguniang Panlalawigan must approve policies, programs, and projects from their respective Development Councils before submission upwards. The Regional Development Council integrates these local plans into the Regional Development Plan for submission to the National Economic and Development Authority Board.

The NEDA Board, in coordination with the Department of Local Governments, the Presidents of the Provincial Governors, City Mayors League, and Municipal Mayors League, is authorized to promulgate the necessary rules and regulations for the implementation of this Executive Order.
