Conversion of Antipolo to Highly-Urbanized City

Executive Order No. 15 is entitled “RENAMING THE PRESIDENTIAL COMPLAINT CENTER AS THE PRESIDENTIAL ACTION CENTER.”
The order renames the Presidential Complaint Center (PCC) to better reflect the center’s nature and scope of work.
The order is grounded on the center’s function of handling not only complaints, but also public assistance and social services.

The order recognizes that Executive Order (EO) No. 442 (s. 1991) established the Presidential Complaints and Action Office (PCAO) in the Office of the President (OP).
The order recognizes that EO No. 447 (s. 1991) renamed the PCAO as the Presidential Action Center (PACe).
The order recognizes that EO No. 09 (s. 2016) renamed the PACe as the Presidential Complaint Center (PCC) and placed it under the direct control and supervision of the Strategic Action and Response (STAR) Office under the Office of the Cabinet Secretary (OCS).
The order recognizes that EO No. 67 (s. 2018) transferred control and supervision of the STAR Office from the OCS to the Office of the Executive Secretary.

Section 1 renames the Presidential Complaint Center as the Presidential Action Center.
The renamed office retains the identity and role previously assigned to the PCC, subject to Section 2.

Section 2 amends EO No. 09 (s. 2016) insofar as it is inconsistent with Executive Order No. 15.
Section 2 provides that all orders, rules, regulations, and issuances or parts thereof inconsistent with the order are repealed or modified accordingly.

Section 3 provides that Executive Order No. 15 takes effect immediately.
