Executive Order No. 15, s. 2023 renamed the Presidential Complaint Center as the Presidential Action Center.
It was signed on February 8, 2023, and took effect immediately.
The original name was the Presidential Complaints and Action Office (PCAO) established under EO No. 442, s. 1991.
EO No. 447, s. 1991 renamed the PCAO as the Presidential Action Center.
It was renamed as the Presidential Complaint Center (PCC) under EO No. 09, s. 2016.
The PCC was placed under the direct control and supervision of the Strategic Action and Response (STAR) Office under the Office of the Cabinet Secretary.
Its functions include serving as a command center and liaison unit for handling complaints, grievances, requests for assistance from the public, and providing public assistance and social services, including addressing complaints against government processes.
EO No. 67, s. 2018 transferred the control and supervision of the STAR Office to the Office of the Executive Secretary.
EO No. 15 amends EO No. 09, s. 2016 insofar as it is inconsistent and repeals or modifies all orders, rules, regulations, and issuances or parts thereof inconsistent with this order.
To ensure that the name is consistent with the nature and scope of its work, which includes coordination, liaison, public assistance, and social services beyond just complaints handling.
