QuestionsQuestions (PROCLAMATION NO. 124)
Executive Order No. 15 (s. 2023) renames the Presidential Complaint Center (PCC) as the Presidential Action Center (PACe), to align the office’s name with the nature and scope of its functions.
EO No. 442 (s. 1991) established the Presidential Complaints and Action Office (PCAO). EO No. 447 (s. 1991) renamed it as the Presidential Action Center (PACe). EO No. 09 (s. 2016) renamed PACe as the Presidential Complaint Center (PCC) and placed it under the STAR Office of the OCS. EO No. 67 (s. 2018) transferred STAR’s control and supervision from the OCS to the Office of the Executive Secretary.
It was required to establish and maintain a platform to receive requests, complaints, and grievances from the general public, and to refer them to concerned government agencies.
It clarifies that, in addition to coordination and liaison, the office’s work includes providing public assistance and social services—such as addressing complaints against government processes and various requests for assistance.
Section 1 provides that the Presidential Complaint Center is hereby renamed as the Presidential Action Center.
Section 2 amends EO No. 09 (s. 2016) only insofar as it is inconsistent with EO No. 15, and repeals or modifies any inconsistent portions.
It means EO No. 09 (s. 2016) is not wholly repealed; only the parts that conflict with EO No. 15 are amended or superseded.
It broadens the repeal/modification to all conflicting orders, rules, regulations, and issuances, not just EO No. 09 (s. 2016), ensuring consistency with EO No. 15.
Section 3 states it shall take effect immediately.
It means the renaming and any inconsistent changes take effect right away, which may require immediate operational/administrative adjustments to align the PCC’s functions and identity as the Presidential Action Center.
It states there is a need to rename the PCC so its name matches the office’s nature and scope, which includes not only complaints but also public assistance and social services.
EO No. 67 transferred the control and supervision of the STAR Office from the Office of the Cabinet Secretary (OCS) to the Office of the Executive Secretary.
It serves as a liaison/command unit that refers requests, complaints, and grievances to concerned government agencies and coordinates assistance and responses.
Section 1 is the operative provision because it contains the actual legal action: the renaming of the Presidential Complaint Center as the Presidential Action Center. The preamble provides reasons, while Section 1 commands the change.
