National Disaster Resilience Month EO

NDRM focuses on activities that build disaster resilience across the Philippines.
The observance covers four key thematic areas:
- Disaster prevention and mitigation
- Disaster preparedness
- Disaster response
- Disaster rehabilitation and recovery

The National Disaster Risk Reduction and Management Council (NDRRMC) leads the preparation, coordination, organization, and implementation of NDRM programs and activities.
Regional and Local Disaster Risk Reduction and Management Councils, as well as Barangay DRRM Committees, are accountable for ensuring the implementation of NDRM initiatives in their respective jurisdictions.
The NDRRMC is authorized to request assistance from any government agency, private sector entity, or civil service organization needed to fulfill its functions.

The NDRM aligns with Republic Act No. 10121, which mandates development of a National Disaster Risk Reduction and Management Framework (NDRRMF).
The NDRRMF advocates a shift from reactive to proactive disaster management approaches to enhance community resilience and reduce vulnerabilities.
Establishment of Local and Barangay DRRM offices and committees for comprehensive local disaster risk management responsibilities.

The Executive Order repeals Executive Order No. 137 (1999) and modifies all inconsistent laws, orders, or issuances.
Contains a separability clause to ensure that invalidity of any provision does not affect the rest of the Order.
The Order took effect immediately upon its publication in a newspaper of general circulation.
