Reinstatement and Establishment of the LTFRB Law Enforcement Unit (LEU)
- LTFRB is mandated to reinstate and activate its own Law Enforcement Unit.
- LEU will operate in close coordination with the Land Transportation Office (LTO), Traffic Management Group of the Philippine National Police (TMG-PNP), the Metro Manila Development Authority (MMDA), and non-government organizations (NGOs).
Functions of the Law Enforcement Unit
- The LEU is responsible for enforcing rules, regulations, and policies related to public land transportation.
- It will apprehend violations of the terms and conditions of certificates of public convenience and other LTFRB directives.
Adjudication and Investigation Unit
- LTFRB shall maintain an Adjudication and Investigation Unit.
- This unit investigates both contested and uncontested apprehensions made by the LEU concerning violations of LTFRB policies, rules, and regulations.
Deputization and Assistance
- LTFRB is authorized to deputize selected personnel from government agencies, NGOs, and other cause-oriented groups.
- Deputized personnel assist in the law enforcement mandate of LTFRB.
- Deputized individuals are entitled to benefits, incentives, and other privileges as provided by LTFRB.
Implementation and Penal Provisions
- LTFRB is tasked to formulate rules and regulations implementing this memorandum circular.
- This includes establishing a scale of fines and penalties for breaches or violations of LTFRB orders and policies.
Supersession and Validity
- This Memorandum Circular cancels and supersedes all previous inconsistent issuances.
- It remains in force until further orders from the LTFRB.
Effectivity
- The memorandum circular takes effect fifteen (15) days after filing three (3) copies with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11 (October 9, 1992).
- Effectivity also requires publication in a newspaper of general circulation or the Official Gazette.
