- Local government units (LGUs) are mandated to fully support and cooperate with the AFP and PNP for the effective implementation of the order.
Respect for Constitutional Rights
- The constitutional rights of all individuals must be respected by AFP and PNP at all times.
- No civil or political rights are suspended despite the state of national emergency.
- AFP and PNP must adhere to rules and jurisprudence regarding warrantless arrests, searches, seizures, checkpoints, and stop-and-frisk procedures.
Accountability and Liability
- AFP and PNP personnel who violate constitutional rights face administrative, civil, or criminal liability.

- The Order takes effect immediately upon promulgation on November 22, 2018.
