  2. SCPD assesses if the requested position is open and issues endorsement to the Manpower Registry Division (MRD).
  3. MRD evaluates documentation for qualification under the restricted C 3 Registry. Registration requires approval from the Director of the Welfare and Employment Office (WEO).
  4. For seafarers lacking SSRB but with open positions, MRD endorses to the Commanding Officer of the Seamen’s Processing and Releasing Unit (SPRU) for SSRB issuance.
  • Endorsement and related documents are released to seafarers or authorized agency representatives.
  • Newly issued SSRB must be presented to MRD for registration.
  1. Registered SSRB or approved C 3 certificate is endorsed to SCPD for travel document processing.
  • Document handling is conducted solely by officially designated couriers.
  1. MRD and SCPD prepare monthly reports on registration and contract processing of C 3 category seafarers.

Special Provisions for Name Hire Workers

  • Workers engaged on a "name hire" basis must submit employment contracts to the Seabased Accreditation Division (SAD) for verification and approval.
  • The verified contract with accreditation document is forwarded to SCPD for further action or endorsement.

Miscellaneous Provisions

  • Prior issuances inconsistent with this memorandum circular are repealed or modified accordingly.
  • This memorandum circular took effect on February 1, 1990.
