The purpose is to facilitate the registration and processing of contracts of specialized shipboard personnel under the restricted C 3 category to meet the demands of foreign employers.
Seafarers/workers with special qualifications in non-conventional shipboard positions such as technicians, machinists, welders, utility personnel, electricians, stewards, fishermen, and others.
Letter request from the hiring company, contract of employment, engagement sheet, medical certificates, certificate of previous employment, and if applicable, Seamen's Service Record Book, transcript of records, diploma, certificate of training, and special order from DECS.
The SCPD receives the formal request and contract from licensed agencies, determines if the position is open, prepares endorsements to the Manpower Registry Division, and handles documentary processing of travel documents.
MRD verifies and evaluates submitted documents to determine if the seafarer qualifies for registration under the restricted C 3 Registry.
The registration is approved by the Director of the Workers' Employment Office (WEO).
If the position is open, MRD prepares an official endorsement letter to the Commanding Officer of the Seamen’s Processing and Releasing Unit (SPRU) for issuance of an appropriate SSRB.
Endorsement letters and pertinent documents shall be released to applicant seamen and/or duly authorized representatives of the agency.
They must submit their employment contract to the Seabased Accreditation Division (SAD) for verification and approval before submission to SCPD.
The Memorandum Circular took effect on February 1, 1990.
