Rationale for the Refresher Course
- An increase in three-time failures prompted the need to prescribe a standardized refresher course.
- Consultations were held with academic bodies and professional librarian associations to prepare the course.
Adoption and Implementation of the Refresher Course
- The Board formally adopted and issued the course of study and terms of specifications for the refresher course.
- These provisions form an integral part of the Resolution for implementation purposes.
Authorized Institutions to Offer the Refresher Course
- Only schools, colleges, or universities recognized by the Government may offer the course.
- The Library Science program in these institutions must be duly approved or accredited by the Commission on Higher Education (CHED).
Certificate of Authority to Offer the Course
- Institutions must secure a certificate of authority from the Board for Librarians to officially administer the refresher course.
- Application requires submitting accreditation documents and paying prescribed fees.
Issuance of Certificate of Completion
- Upon course completion, the institution issues a certificate to the candidate.
- The certificate bears the institution’s seal and the signature of the Dean/Head of the Library Science Department or, if absent, the Head of the institution.
Application and Submission Requirements for Licensure Examination
- Candidates must file their examination applications attaching an authenticated copy of their certificate of completion.
- The deadline for submission is twenty (20) days prior to the examination date.
Validity and Usage of Certificate of Completion
- The certificate entitles the candidate to take the licensure examination up to three times.
Fraudulent Certificates and Penalties
- Certificates obtained fraudulently result in disqualification from taking the examination.
- If discovered post-examination, the candidate’s papers are cancelled.
- If the registration certificate has been issued, it will be revoked.
- Criminal action may be pursued against offenders.
Reporting Requirements for Institutions
- Institutions must submit a report within thirty (30) days after course completion.
- The report must include names of candidates who completed the course, course dates, and any additional information required by the Board.
Effectivity
- The Resolution takes effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation, whichever occurs earlier.
