Q&A (PRC BOARD FOR LIBRARIANS Resolution NO. 04, S. 2000)

Section 16 of R.A. No. 6966, known as the Philippine Librarian Act, provides that a candidate who fails three successive Board examinations shall be disqualified from taking the fourth examination unless he submits evidence that he has taken a refresher course from a duly accredited school or its equivalent as determined by the Board.

Candidates who have failed the licensure examination for librarians three successive times (three-time flunkers) are required to take the refresher course.

The course shall be offered and administered by schools, colleges, or universities recognized by the Government whose Library Science course/program is duly approved or accredited by the Commission on Higher Education (CHED).

The school must obtain from the Board a certificate of authority to offer and administer the refresher course after submitting copies of the approved accreditation of their Library Science course/program and upon payment of the prescribed fees.

The candidate must file an application for the licensure examination attaching an authenticated copy of the Certificate of Completion not later than twenty (20) days prior to the first day of the examination.

The Certificate of Completion can be used for three examinations after completing the refresher course.

The applicant shall not be allowed to take the examination or, if already taken, his/her exam papers will be cancelled; if the certificate of registration is issued, it shall be revoked. Criminal action may also be instituted against the applicant.

Within thirty (30) days from the end of the course, the school must submit a report containing the names of the three-time flunkers who completed the course, the inclusive dates of the course, and any other information required by the Board.

It took effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation in the Philippines, whichever is earlier.
