Reconstitution of the Office of the Presidential Spokesperson (OPS)
- OPS is reestablished under the OP, headed by a Presidential Spokesperson with Cabinet Secretary rank and emoluments.
- May be assisted by a deputy spokesperson and an assistant spokesperson serving coterminous terms.
- Called to review and adjust its organizational structure and staffing for effectiveness.
- New structure and staffing require approval from the Department of Budget and Management (DBM) or directly by the President if DBM authority is exceeded.
Powers and Functions of the OPS
- Acts as the official voice of the President on actions, policies, programs, and accomplishments.
- Coordinates relationships with private mass media entities.
- Disseminates news and information via mass media and emerging platforms.
- Develops and implements dissemination guidelines related to presidential communication.
- Establishes mechanisms to address special communication concerns including relations with foreign media.
- Submits regular reports on program statuses to the President through the Executive Secretary.
- Performs additional functions as directed by the President.
- Coordinates with the Presidential Communications Operations Office (PCOO) when relevant.
Streamlining and Reorganization
- Abolishes the Presidential Communications Development and Strategic Planning Office (PCDSPO).
- Maintains all agencies, bureaus, and offices previously attached to PCDSPO under their current supervisory offices.
- Allows modification of existing arrangements through executive issuances from the OP after consultation.
Funding Provisions
- Initial funding for OPS to come from OP's existing funds.
- Future appropriations for OPS to be included in OP's annual budget proposal.
- All funding subject to existing government budgeting, accounting, and auditing laws.
Repeal and Amendments
- EO No. 4 is amended to the extent of inconsistencies with this Order.
- Any other inconsistent orders, rules, or issuances are repealed or modified accordingly.
Separability Clause
- Declares that if any provision is declared unconstitutional or invalid, remaining provisions continue in full effect.
Effectivity
- The Order takes immediate effect upon issuance.
