The Office of the Presidential Spokesperson shall be headed by a Presidential Spokesperson who shall have the rank and emoluments of a Cabinet Secretary.
The OPS is tasked to speak for the President on his actions, policies, programs, activities, cultivate relations with private mass media, provide news to the public using mass media and emerging platforms, develop dissemination guidelines, address special OP communication concerns, submit periodic reports to the President, and perform other functions as directed by the President.
The PCDSPO was abolished under EO No. 111 as part of rationalization and streamlining efforts to achieve simplicity, economy, and efficiency in government communication functions.
The new organizational structure and staffing of the OPS shall be subject to the approval of the Department of Budget and Management, except for positions beyond DBM's authority or when the President exercises direct approving authority.
The OPS and PCOO are required to coordinate on all activities that are directly relevant to the functions of both offices to ensure effective communication.
Initial funding for the OPS will come from the available funds of the Office of the President, and appropriations for succeeding years will be included in the OP's annual budget proposal.
EO No. 111 amends EO No. 4 to the extent of inconsistency and repeals or modifies all other orders, rules, regulations, and issuances inconsistent with EO No. 111.
