Policy Basis and Purpose
- Executive Order No. 126 recognizes that the Council of the Southeast Asian Games Federation awarded the Philippines the right to host, and the Philippines accepted the privilege of hosting, the 23rd Southeast Asian (SEA) Games in 2005.
- Executive Order No. 126 requires coordinated involvement of concerned government agencies, national sport associations (NSAs), and the private sector to ensure the success of the sporting event.
- Executive Order No. 126 identifies Republic Act No. 6847 as recognizing the traditional role of the Philippine Olympic Committee (POC) as the National Olympic Committee, particularly for participation in Olympic Games, SEA Games and other international athletic competitions.
- Executive Order No. 126 directs effective coordination for the preparation and organization of the 23rd SEA Games in 2005, including preparation and training of local entries.
Recognized Organizing Bodies and Roles
- The Philippine SEA Games Organizing Committee (PHILSOC) is recognized as the body entrusted with the preparation of and organizing the 23rd SEA Games in 2005.
- PHILSOC is described as mainly composed of representatives from the POC and the Government.
- The Philippine Sports Commission (PSC) is recognized as being charged, in coordination with the POC and various NSAs, with the responsibility of training and preparing Filipino athletes participating in the SEA Games.
- The POC is recognized as the body primarily charged with undertaking activities pertaining to the country’s participation in Olympic and SEA Games, among other international athletic competitions, under Republic Act No. 6847.
Government Coordination and Mandatory Support
- Section 1 requires all concerned agencies and instrumentalities of the government to work in coordination with the POC and PHILSOC for the efficient preparation, smooth organization, and successful holding of the 23rd SEA Games in 2005.
- Section 2 requires the PSC, in cooperation with the POC and all concerned National Sports Associations, to coordinate and jointly support each other for effective preparation of the Philippine Team and its successful participation.
- Section 2 further requires the same coordination and joint support for the preparatory and relevant competitions.
- Section 3 directs all departments, bureaus, government agencies and instrumentalities, including local government units, to extend assistance and full support to PHILSOC in its undertaking relative to the 2005 SEA Games.
PSC, NSAs, and Team Preparation Mandate
- Section 2 makes the PSC responsible for coordinating and jointly supporting with the POC and NSAs.
- The coordination and support must be directed to effective preparation of the Philippine Team for the 23rd SEA Games in 2005.
- The coordination and support must also cover successful participation in the SEA Games.
- Section 2 requires coordination for preparatory and relevant competitions, tied to the Team’s preparation.
Public and Private Sector Cooperation Encouragement
- Section 4 provides that government-owned and controlled corporations are encouraged to lend cooperation and generous support for the success of the 2005 SEA Games.
- Section 4 encourages concerned non-government organizations, the private business sector, educational institutions, and social and sectoral groups to lend cooperation and generous support.
- Section 4 encourages communities and the general public to lend their cooperation and generous support for the success of the 2005 SEA Games.
Effectivity and Immediate Implementation
- Section 5 states that Executive Order No. 126 takes effect immediately upon issuance.
