The main purpose is to recognize the role of the Philippine Southeast Asian Games Organizing Committee (PHILSOC) in the preparation and organization of the 23rd Southeast Asian (SEA) Games in 2005 and to ensure coordination among government agencies, the Philippine Olympic Committee, and the private sector for the success of the event.
The Philippines has been awarded the right to host the 23rd SEA Games in 2005 by the Council of the Southeast Asian Games Federation.
Republic Act No. 6847, otherwise known as the Philippine Sports Commission Act, is referenced in the Executive Order.
The POC is recognized as the National Olympic Committee charged primarily with undertaking activities regarding the country's participation in the Olympic Games, SEA Games, and other international athletic competitions.
PHILSOC is mainly composed of representatives from the Philippine Olympic Committee (POC) and the Government.
The Philippine Sports Commission (PSC), in coordination with the POC and various National Sports Associations (NSAs), is responsible for training and preparing Filipino athletes for the SEA Games.
All concerned government agencies and instrumentalities are required to work in coordination with the POC and PHILSOC for the efficient preparation, smooth organization, and successful holding of the 23rd SEA Games.
Section 2 mandates that the Philippine Sports Commission, the Philippine Olympic Committee, and all concerned National Sports Associations coordinate and jointly support each other for effective preparation and successful participation of the Philippine Team in the SEA Games.
