Executive Order No. 126 recognizes the role of the PHILSOC in the preparation and organization of the 23rd Southeast Asian (SEA) Games in 2005.

The President invoked the powers vested in her by law to issue the executive order.

PHILSOC is described as a body mainly composed of representatives from the Philippine Olympic Committee (POC) and the Government.

RA 6847 recognizes the traditional role of the POC as the National Olympic Committee, primarily charged with undertaking activities pertaining to the country’s participation in Olympic Games, SEA Games, and other international athletic competitions.

The PSC, in coordination with the POC and various National Sports Associations (NSAs), is charged with training and preparing Filipino athletes participating in the SEA Games.

All concerned government agencies and instrumentalities must work in coordination with the POC and PHILSOC for efficient preparation, smooth organization, and successful holding of the 23rd SEA Games in 2005.

The PSC must coordinate and jointly support with the POC and all concerned NSAs to ensure effective preparation of the Philippine Team and successful participation in the 23rd SEA Games and relevant preparatory competitions.

All departments, bureaus, government agencies, and instrumentalities, including local government units (LGUs).

It encourages cooperation and generous support for the success of the 2005 SEA Games from government-owned and controlled corporations, concerned non-government organizations, the private business sector, educational institutions, social and sectoral groups, communities, and the general public.

Section 5 states the executive order shall take effect immediately.

The WHEREAS clauses state that because the Council of the Southeast Asian Games Federation awarded and the Philippines accepted hosting the SEA Games, there is a need for concerned government agencies, NSAs, and the private sector to coordinate and jointly support each other in preparatory and organizational activities, including training of local entries.

It allocates roles: POC is primarily responsible for the country’s participation in international athletic competitions (including SEA Games), while PSC—coordinating with POC and NSAs—is responsible for athlete training and preparation, with PHILSOC tasked with organizing the event.

Concerned government agencies and instrumentalities, POC, PHILSOC, PSC, National Sports Associations (NSAs), private sector, educational institutions, communities and the general public.
