Scope of Governance

  • Covers public and utility transport vehicles using Electric/Hybrid, LPG, CNG, retrofit technology, and similar clean technologies.
  • Applies to Tricycles, Taxis, PUJs (Public Utility Jeepneys), PUBs (Public Utility Buses), UV Express, School Services, Shuttle Services, Tourist Transport Services, and Delivery Trucks within Quezon City.

Duties and Functions of QCGTO

  • Conduct studies for policy and regulatory recommendations related to green transport.
  • Collect baseline data/statistics on public and utility transport vehicles operating in Quezon City.
  • Assess current green technology options via government databases and research institutions.
  • Develop and implement educational programs on global warming, climate change, and vehicular emissions.
  • Monitor and promote the utilization of clean fuel technology.
  • Collaborate with private sector and government for advertising and support.
  • Adopt and enforce the Quezon City Tricycle Management Code of 2014.
  • Coordinate with Environmental Protection and Waste Management Department for renewable energy sources and charging/refueling station locations.
  • Recommend upgrades to vehicle and operating standards prioritizing safety, comfort, and environmental impact.
  • Formulate policies and incentive programs for conversion to clean fuel technologies.
  • Consult with the Quezon City Tricycle Franchising Board to promote conversion initiatives.
  • Host technology forums involving stakeholders.
  • Establish linkages with national agencies and advocacy groups.
  • Provide periodic operational reports to the City Mayor.
  • Perform additional duties as required by the DPOS Head.

Composition and Staffing

  • 12 designated positions, including:
    • Head, QCGTO (Chief Transportation Development Officer)
    • Assistant Head
    • Section Chiefs for Research, Planning, and Development; Administration, Education, and Data Management
    • Support staff including Programmers, Regulatory Officers, Administrative Assistants, Drivers, and Utility Workers.
  • Staffing follows Civil Service Commission and Department of Budget and Management rules.
  • Funded by the General Fund of Quezon City.
  • City Mayor may designate additional staff as needed.

Qualifications of Officers and Staff

  • Chief Officer: Master’s degree, 4 years relevant experience, 24 hours training, Career Service Professional Second Level Eligibility.
  • Supervising Officer: Bachelor’s degree, 3 years experience, 16 hours training.
  • Senior Officer: Bachelor’s degree, 2 years experience, 8 hours training.
  • Administrative Officer: Bachelor’s degree, 2 years experience, 8 hours training.
  • Technical and Support Staff: Relevant bachelor’s degrees or educational requirements, with appropriate experience and eligibilities as per civil service standards.
  • Drivers require a professional driver’s license.

Appropriations

  • Annual budget for QCGTO operations included in Quezon City’s General Fund yearly appropriations.

Separability Clause

  • Invalidity of any part does not affect the rest of the ordinance, which remains in full force and effect.

Repealing Clause

  • Ordinances and regulations inconsistent with this ordinance are repealed, amended, or modified accordingly.

Effectivity

  • Ordinance takes effect immediately upon approval and 15 days after publication in a newspaper of general circulation.
