The ordinance governs public and utility transport vehicles running on Electric/Hybrid, LPG, CNG, retrofit technology and similar such as Tricycles, Taxis, PUJs, PUBs, UV Express, School Service, Shuttle Service, Tourist Transport Service, and Delivery Trucks within Quezon City's territorial jurisdiction.

Its duties include conducting studies for policy and program recommendations, assessing green technology options, promoting clean fuel technologies, conducting regular monitoring and advocacy, coordinating with government agencies, adopting relevant ordinances, formulating policies and incentives for clean fuel conversion, conducting technology forums, and submitting periodic reports to the City Mayor.

The QCGTO adopts City Ordinance No. SP 2337, S-2014 entitled 'An Ordinance Adopting the Quezon City Tricycle Management Code of 2014.'

The office is composed of 12 staff members including a Chief Transportation Development Officer, Assistant Head, chiefs of sections, support staff such as programmers, regulation officers, administrative assistants, and aides with specific salary grades ranging from 24 to 3.

The Chief Transportation Development Officer must have a master's degree, 4 years of experience in transport planning/management, 24 hours of training in transport planning and management, and must possess Career Service (Professional) Second Level Eligibility.

By substituting 10,730 electric tricycles as replacements for two-stroke tricycles, Quezon City is expected to avoid 35,580 tons per year of carbon dioxide emissions.

Section 36 of the Philippine Clean Air Act of 1999 (RA 8749) mandates LGUs to implement air quality standards and manage air quality. Additionally, Section 16 of the Local Government Code of 1991 (RA 7160) empowers LGUs to promote general welfare, health, safety, and ecological balance.

Funds necessary for the operation and implementation of the ordinance shall be included in the yearly appropriations from the General Fund of the Quezon City Government.

The separability clause provides that any part held unconstitutional or invalid shall not affect the other parts, which shall remain in full force and effect.

The ordinance took effect immediately upon approval and after fifteen (15) days from its publication in a newspaper of general circulation.
