Specific Qualifications for BAC Members and Related Personnel
- BAC Chairman: Must be at least a third-ranking official within the procuring entity.
- BAC Members (Regular, Provisional, or Alternate):
- At least a fifth-ranking official in the Central Office.
- At least a third-ranking official in regional offices, defined as at least a division chief or designated officer-in-charge of a division.
- At least a third-ranking official in district or sub-district engineering offices, defined as at least a section chief or designated officer-in-charge of a section.
Qualifications for BAC Secretariat and Technical Working Group (TWG)
- Head of BAC Secretariat:
- At least a fifth-ranking official in the Central Office.
- At least a third-ranking employee in regional, district, or sub-district offices.
- Members of Secretariat or TWG:
- Any permanent employee possessing technical, financial, or legal knowledge or experience relevant to procurement within the procuring entity.
Priority and Compliance in Procurement Assignments
- The head of the procuring entity is responsible for ensuring that members of the BAC, TWG, and Secretariat prioritize BAC assignments above all other duties and responsibilities.
- This prioritization applies until the procurement assignment requirements currently handled are fully completed.
Effectivity and Supersession
- This Department Order took immediate effect upon adoption on February 22, 2010.
- It supersedes and modifies wholly or partially any prior issuances that are inconsistent with its provisions.
