The main purpose is to professionalize the procurement units of the Department of Public Works and Highways (DPWH) by prescribing qualification requirements for members of the BAC, Secretariat, and Technical Working Group of all procuring units of the Department.

All procurement personnel serving as members of the BAC, Secretariat, and Technical Working Group must hold a permanent appointment or plantilla position in the procuring entity concerned.

Procurement personnel must have attended a seminar or workshop on the Revised Implementing Rules and Regulations (IRR) of R.A. No. 9184 conducted by the GPPB or a GPPB accredited organization for Central Office personnel, or by the DPWH Central Office for regional, district, or sub-district personnel.

The BAC Chairman must be at least a third ranking official of the procuring entity.

BAC Members must be at least a fifth ranking official in the Central Office.

BAC Members must be at least a third ranking official in regional offices (such as a division chief or a designated officer-in-charge of a division) and at least a third ranking official in district or sub-district engineering offices (such as a section chief or a designated officer-in-charge of a section).

At the Central Office, the Head of the BAC Secretariat must be at least a fifth ranking official. In regional, district, or sub-district offices, the Head must be at least a third ranking employee.

They must be permanent employees with technical, financial, or legal knowledge or experience in procurement of the procuring entity concerned.

They must give utmost priority to BAC assignments over all other duties and responsibilities until the requirements for the said assignments at hand are completed.

The Order took effect immediately upon adoption on February 22, 2010.
