Abolition and Transfer of Agencies and Their Functions (Section 1)
- Eight agencies were abolished outright, including those focused on children’s affairs, drug enforcement, waste management, maritime safety, peacekeeping, and environmental protection.
- Another eight agencies were abolished with their functions transferred to appropriate departments:
- National Program for Unification and Development Council functions to OPAPP.
- National Peace Forum advisory role to OPAPP’s Peace Negotiating Panels.
- Presidential Task Force on the 20/20 Initiative functions to NEDA.
- WTO/ASEAN Free Trade Area Advisory Commission functions to DTI.
- National Government Center Housing Committee functions to HUDCC.
- Duty Free Oversight Committee functions to DOF.
- Committee for the Education for Peace Program functions to OPAPP.
- Committee for Public Bidding on SSS Reinsurance functions to DOF with other agencies.
Procedure for Disposition of Functions, Positions, Personnel, Assets, and Liabilities (Section 2)
- Winding-up of abolished agencies governed by Rules and Regulations Implementing EO 72 issued March 15, 2002.
- A winding-up plan must be completed within 90 days of this EO’s effectivity.
- The Office of the Executive Secretary, assisted by the Department of Budget and Management, shall oversee the smooth implementation of dispositive actions and winding-up.
Effectivity and Implementation (Section 3)
- The Executive Order takes effect upon publication in the Official Gazette or a newspaper of general circulation, whichever occurs first.
- This ensures immediate legal and administrative effect necessary for the rationalization process.
