Q&A (EXECUTIVE ORDER NO. 145)

The initial rationalization of 90 agencies under the Office of the President was conducted under Executive Order No. 72 dated February 11, 2002.

The President of the Philippines has the continuing authority to reorganize the administrative structure of the Office of the President.

Eight (8) agencies were abolished outright under Executive Order No. 145.

Three agencies abolished include: 1) Office of the Presidential Adviser for Children's Affairs, 2) National Drug Law Enforcement and Prevention Coordinating Center, and 3) Greater Metropolitan Manila Solid Waste Management Committee.

Eight (8) agencies were abolished with their functions transferred to other departments or agencies.

The programs were transferred to the agencies concerned and coordinated by the Office of the Presidential Adviser on the Peace Process (OPAPP).

The Department of Trade and Industry assumed the functions of the World Trade Organization/ASEAN Free Trade Area Advisory Commission.

The winding-up plan shall be completed not later than ninety (90) days after the effectivity of this Executive Order.

The Office of the Executive Secretary, with the assistance of the Department of Budget and Management, is responsible for ensuring the smooth and efficient implementation.

Executive Order No. 145 takes effect upon its publication in the Official Gazette or in a newspaper of general circulation, whichever comes earlier.

The disposition shall be governed by the Rules and Regulations Implementing EO 72 dated March 15, 2002.

The Department of Finance will perform the functions of the Duty Free Oversight Committee as necessary.

The Presidential Committee on Effective Governance is mandated to prepare and submit dispositive actions for agencies and task forces not covered in the initial EO 72 streamlining program.
