Scope of Academic Programs and Functions

  • The PUP-Leyte Campus shall primarily offer short-term, technical-vocational, undergraduate, and graduate courses.
  • Course offerings will be determined by the Board of Regents based on institutional competency and alignment with human resource development goals of Leyte Province and Region VIII.
  • The campus is mandated to undertake research and extension services.
  • It must provide leadership in its academic and community service areas.
  • Graduate degrees may also be offered through open distance learning under the PUP Open University System.

Administration and Leadership

  • The campus will be headed by a full-time Campus Administrator.
  • The Campus Administrator is appointed by the Board of Regents.
  • Appointment is subject to qualifications, standards, and guidelines established by the Board and based on recommendations from a duly constituted search committee.

Compliance with Regulatory Standards

  • The campus establishment and its academic programs must comply with minimum requirements prescribed by the Commission on Higher Education (CHED).

Property Ownership and Reversion

  • All government-owned land occupied by the PUP-Leyte Campus shall be declared property of PUP and titled under its name.
  • If PUP ceases to exist, is abolished, or the land is no longer needed, the land shall revert to the local government units or the Republic of the Philippines.

Organizational Structure and Staffing

  • Within 60 days from the law's approval, CHED, in coordination with the Department of Budget and Management (DBM), shall determine the organizational structure and staffing for the campus.
  • The structure and staffing pattern shall be submitted by the CHED Chairperson to the DBM Secretary for approval.

Governance and Legal Framework

  • The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) are incorporated as part of the governing charter of PUP.
  • All powers, functions, privileges, responsibilities, and limitations under existing laws are granted or imposed on PUP and its officials as appropriate.

Appropriations and Funding

  • Funds necessary to implement the law shall be included in the General Appropriations Act.

Severability Clause

  • If any part or provision of this law is declared invalid or unconstitutional, the remaining provisions shall continue to be in full force and effect.

Repealing Clause

  • All laws, decrees, executive orders, rules, and regulations contrary or inconsistent with this law are repealed or modified accordingly.

Effectivity

  • The law shall take effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
