Coordination and Monitoring of Implementation
- The Department of Health (DOH), in cooperation with the Department of Social Welfare and Development (DSWD), Department of Labor and Employment (DOLE), National Council on Disability Affairs (NCDA), local government units (LGUs), and other relevant agencies and NGOs, must conduct periodic monitoring and evaluation of this Act’s implementation.
- DOH is responsible for maintaining an updated database on PWDs, including their health and development needs.
- LGUs, PhilHealth, NCDA, and other pertinent agencies must submit relevant PWD data to the DOH to support monitoring efforts.
Rule-making and Regulation Development
- PhilHealth, in consultation with DOH, DSWD, DOLE, NCDA, and national leagues of LGUs, is tasked to promulgate the Implementing Rules and Regulations (IRR).
- The IRR must be issued within three (3) months from the effectivity date of the law.
Repealing and Amendment of Conflicting Laws
- Any laws, decrees, executive orders, rules, and regulations or parts thereof that are inconsistent with this Act are repealed, amended, or modified accordingly to avoid legal conflicts.
Effectivity of the Act
- The law takes effect fifteen (15) days following its publication in the Official Gazette or a newspaper of general circulation, ensuring public notice and compliance.
This legislation reinforces the commitment of the Philippine government to ensure inclusive health insurance coverage for PWDs, improve their access to appropriate healthcare services, and institutionalize mechanisms for ongoing oversight and coordination among key government bodies and stakeholders.
