Composition of the Task Force
- Chaired by the Secretary of Foreign Affairs.
- Co-chaired by the Secretary of National Defense and the Special Envoy for the Middle East.
- Included members encompass Secretaries of Health, Interior and Local Government, Social Welfare and Development.
- Also includes the Chief of Staff of the Armed Forces, Director-General of the Philippine National Police, Executive Director of the Office of Muslim Affairs.
- Philippine Ambassadors to Iraq and Kuwait are members.
- The President may designate additional officials as members.
Role and Functional Mandate
- Coordination in an evolving environment characterized by three stages: the current Office of Reconstruction and Humanitarian Assistance (ORHA) action, establishment of the interim authority, and re-establishment of UN programs.
- Formulation of a consolidated Philippine assistance plan addressing immediate Iraqi needs.
- Facilitation of Philippine participation in UN, ORHA, and other humanitarian and medical activities.
- Authorized to conclude arrangements with host governments to ensure protection of Philippine personnel from local laws during deployment.
- Responsible for conducting public information, education, and communication campaigns about risks associated with peacekeeping and humanitarian missions.
- Empowered to establish a Technical Working Group to detail guidelines, programs, and projects for post-war humanitarian assistance.
Legal Provisions and Clauses
- Separability Clause: Invalidity of any part of the order does not affect the validity of the remaining provisions.
- Repealing Clause: Repeals or modifies inconsistent executive orders, proclamations, memorandum orders, or circulars.
Effectivity
- The Executive Order takes immediate effect upon signing by the President.
- Reflects the official mandate and organizational structure effective from April 14, 2003.
