Questions (EXECUTIVE ORDER NO. 195)

The purpose of Executive Order No. 195 is to create an Inter-Agency Task Force for the Coordination of Philippine Humanitarian Assistance to Iraq to coordinate the Philippine Government's efforts aimed at contributing to the immediate humanitarian needs of the Iraqi people.

The Secretary of Foreign Affairs serves as the Chairman of the Inter-Agency Task Force.

The three general stages are: 1) The present action led by the Office of Reconstruction and Humanitarian Assistance (ORHA); 2) The establishment of the interim authority in Iraq; and 3) The establishment and/or re-establishment of United Nations assistance and related programs in Iraq.

Members include the Secretary of Health, Secretary of Interior and Local Government, Secretary of Social Welfare and Development, Chief of Staff of the Armed Forces of the Philippines, Director-General of the Philippine National Police, Executive Director of the Office of Muslim Affairs, and the Philippine Ambassadors to Iraq and Kuwait, among others designated by the President.

The Technical Working Group is tasked to discuss in detail the guidelines, programs, and projects to accomplish the areas of Philippine participation in humanitarian assistance to post-war Iraq.

Assistance includes Philippine participation in UN, ORHA, and other humanitarian, medical, and related activities for Iraq, as well as other relevant Philippine participation for assistance to Iraq.

Arrangements must be concluded with receiving or host governments to ensure that Philippine personnel contingent in Iraq are not put at personal risk from the application of local law when deployed abroad upon orders.

Yes, the Separability Clause provides that if any part of the Order is held unconstitutional or invalid, other unaffected parts or provisions will continue to be in full force and effect.

It repeals or modifies all executive orders, proclamations, memorandum orders, or memorandum circulars inconsistent with this Order.

The Executive Order took effect immediately upon its signing on April 14, 2003.
