Scope and Subjects of the Licensure Examination
- According to Section 15, Article IV of R.A. No. 8559, the examination covers three main subjects:
- Agricultural mechanization, power, machinery, and equipment.
- Soil and water conservation, irrigation, and drainage.
- Rural electrification, agricultural processing, and agricultural structures.
- The Board is empowered to amend these subjects and their syllabi to keep pace with technological developments.
Shortcomings of Previous Syllabi
- The syllabi prescribed earlier under Board Resolution No. 03, Series of 1994 based on R.A. No. 3927 (Philippine Agricultural Engineering Law of 1964) differ from those required under R.A. No. 8559.
- The old syllabi did not cover all the subjects as mandated by R.A. No. 8559 and its Implementing Rules and Regulations.
Necessity for Amending Syllabi
- Amendments are needed to comply with R.A. No. 8559 and to reflect recent technological advancements in agricultural engineering.
Formation of Review Committee and Consultation Process
- A Committee was formed consisting of a Board member as Chairman, representatives from the Philippine Society of Agricultural Engineers, Inc., and the Academe.
- An academician acted as a resource person.
- The Committee held consultations with the academe, PSAE, CHED, and other stakeholders to review and propose amendments.
Proposed Amendments to the Syllabi
- The Committee proposed the following distribution of subject matter in the licensure exams:
- Agricultural mechanization, agricultural power, machinery, and equipment: 30%.
- Soil and water resources development, conservation, irrigation, and drainage: 35%.
- Rural electrification, agricultural processing, agricultural structures: 35%.
Board Resolution and Implementation
- The Board, empowered under Section 9(m), Article III of R.A. No. 8559 and Section (h) of R.A. No. 8981, resolved to adopt the proposed syllabi.
- The resolution takes effect two months before the examination date and fifteen days after its publication in the Official Gazette or a newspaper of general circulation.
Dissemination of the Revised Syllabi
- The resolution mandates wide circulation and dissemination of the new syllabi to all relevant educational institutions offering Agricultural Engineering courses.
Official Endorsement and Approval
- The resolution was adopted on October 4, 2005, signed by the Board Chairman, members, and Secretary, and approved by the Professional Regulation Commission Commissioners.
