Questions (PRC BOARD OF AGRICULTURAL ENGINEERING Resolution NO. 04, S. 2005)

Republic Act No. 8559, known as the Philippine Agricultural Engineering Act of 1998, mandates that all applicants for registration for the practice of Agricultural Engineering must undergo and pass a written technical examination.

The licensure examination covers the following subjects: 1) Agricultural mechanization, power, machinery and equipment; 2) Soil and water conservation, irrigation and drainage; and 3) Rural electrification, agricultural processing and agricultural structures.

The Board of Agricultural Engineering has the authority to amend the subjects and their syllabi for the licensure examination to conform to technological changes in the profession, as provided by Section 15, Article IV of R.A. No. 8559.

The amendments were made to comply with the requirements of R.A. No. 8559, to conform to recent technological advancements in agricultural engineering, and to include subjects not previously covered under the earlier syllabi.

A committee was formed including a Board member as Chairman and members from the Philippine Society of Agricultural Engineers, Inc. and the academe, with academic resource persons; consultations were held with the academe, PSAE, the Commission on Higher Education (CHED), and other stakeholders.

The new subject areas and their weights are: 1) Agricultural mechanization, agricultural power, agricultural machinery and equipment and allied subjects (30%); 2) Soil and water resources development and conservation, irrigation and drainage, and allied subjects (35%); and 3) Rural electrification, agricultural processing, agricultural structures and allied subject (35%).

The amendments took effect two months prior to the examination and fifteen days following their publication in the Official Gazette or a newspaper of general circulation in the Philippines.

It was adopted by virtue of the powers vested in the Board under Section 9(m), Article III of R.A. No. 8559, and Section (h) of R.A. No. 8981.

The old syllabi were those prescribed pursuant to R.A. No. 3927, known as the Philippine Agricultural Engineering Law of 1964.

The resolution mandates that it be widely disseminated and circularized to all concerned schools, colleges, and universities offering the course in Agricultural Engineering.
