Syllabi Promulgation for Guidance Counselor Exams

The Board’s authority to issue syllabi is grounded on the Board’s power to prepare, adopt and issue the syllabi or table of specifications of examination subjects in consultation with the academe under Sec. 9 of R.A. No. 8981, the PRC Modernization Act of 2000.
The examination coverage is anchored on Sec. 15, Article III of R.A. No. 9258, known as the Guidance and Counseling Act of 2004, which governs the licensure examination for guidance counselors.
Under Sec. 15 of R.A. No. 9258, the Board’s licensure examination shall cover the subject areas of guidance foundations, counseling theories, psychological testing, guidance services organization and administration, and group process and program development.
Sec. 15 of R.A. No. 9258 further empowers the Board, subject to approval of the Commission, to revise or exclude subjects and syllabi and add new ones as need arises.
The resolution asserts quasi-legislative rule-making authority under Sec. 5 (i), Art. II of R.A. No. 9258, in prescribing and promulgating the syllabi.

The resolution prescribes, adopts, and promulgates syllabi for all subjects in the Guidance and Counseling Licensure Examination.
The resolution provides that the syllabi are developed through consultation processes involving the academe and other sectors.
The resolution sets the syllabi to guide examination content for the August 2008 Board Licensure Examination and subsequent schedules.
The resolution is intended to operationalize the statutory scope of examination subjects for guidance counselors under R.A. No. 9258.

The licensure examination subjects are framed within the statutory subject coverage in Sec. 15, Article III of R.A. No. 9258 and are implemented through the Board-prescribed syllabi.
The resolution adopts these subjects for the licensure examination:
- (a) Philosophical, Psychological and Sociological Foundations of Guidance
- (b) Counseling Theories, Tools and Techniques
- (c) Psychological Testing
- (d) Organization, Administration and Supervision of Guidance Services, and Program Development
- (e) Group Process
- (f) Career Guidance
The resolution ties the adopted syllabi to the examination structure implemented for guidance counselors licensure.

The syllabi for the adopted subjects are appended as an integral part of the resolution under Annex “A.”
The annexed syllabi govern the content basis for the Board Licensure Examination for Guidance Counselors on the covered subjects.
The resolution directs that the annex syllabi apply to all subjects in the Guidance and Counseling Licensure Examination as implemented by the Board.

The resolution takes effect after fifteen (15) days following its full and complete publication in the Official Gazette or in any newspaper of general circulation in the Philippines.
The resolution specifies that the adopted syllabi shall be used for the August 2008 Board Licensure Examination for Guidance Counselors.
The resolution provides that the syllabi shall also apply to subsequent schedules thereof.
A copy of the resolution must be furnished to the Commission on Higher Education (CHED) for wide and extensive dissemination through the deans of all schools, colleges, and universities offering the course of Guidance and Counseling and allied courses.
A copy of the resolution must be furnished to the President of the Philippine Guidance and Counseling Association (PGCA), Inc. for circulation to all concerned.
