Under Sec. 9(a) of R.A. No. 8981 (PRC Modernization Act of 2000), the Board is vested with the power to prepare, adopt, and issue syllabi or table of specifications of examination subjects in consultation with the academe.
It provides that the licensure examination shall cover, among others, the following subjects: (a) Philosophical, Psychological and Sociological Foundations of Guidance; (b) Counseling Theories, Tools and Techniques; (c) Psychological Testing; (d) Organization and Administration of Guidance Services; and (e) Group Process and Program Development.
The Board, subject to approval of the Commission, may revise or exclude subjects and their syllabi and may add new ones as the need arises.
The Board must prepare, adopt, issue, or amend the syllabi in consultation with the Commission on Higher Education (CHED), the academe, and the accredited professional organization.
It is described as quasi-legislative (rule-making) power under Sec. 5(i), Art. II of R.A. No. 9258.
(a) Philosophical, Psychological and Sociological Foundations of Guidance; (b) Counseling Theories, Tools and Techniques; (c) Psychological Testing; (d) Organization, Administration and Supervision of Guidance Services, and Program Development; (e) Group Process; and (f) Career Guidance.
R.A. No. 9258 lists: (d) Organization and Administration of Guidance Services and (e) Group Process and Program Development, while the earlier Board list uses related wording: (d) Organization, Administration and Supervision of Guidance Services, and Program Development and (e) Group Process (with program development separately in the item).
It shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.
They shall be used for the August 2008 Board Licensure Examination for Guidance Counselors and subsequent schedules thereof.
Copies of the resolution must be furnished to the CHED for wide and extensive dissemination through the deans of all schools, colleges, and universities offering Guidance and Counseling and allied courses, and to the President of the Philippine Guidance and Counseling Association (PGCA), Inc. for circulation to all concerned.
The appended syllabi (Annex “A”) are legally part of the resolution itself; therefore, the subjects’ syllabi are incorporated as the operative details prescribed by the Board.
The Board’s power to revise, exclude, or add subjects/syllabi is subject to the approval of the Commission (as referenced in the resolution consistent with R.A. No. 9258).
To show compliance with the statutory and regulatory requirement that the Board prepares and adopts the syllabi in consultation with relevant stakeholders such as the academe (and as stated elsewhere, CHED and accredited professional organizations), ensuring the syllabi reflect educational and professional input.
The resolution was adopted on 12 March 2008, with Rodelia L. Gabriel signing as Chairman.
It was approved by Leonor Tripon-Rosero (Chairperson) and Ruth R. Padilla and Nilo L. Rosas (Commissioners). This suggests that Board resolutions require further approval by the PRC Commission/leadership before effectivity.
