Republic Act No. 3562 establishes the Philippine National School for the Blind, transferring blind students from the School for the Deaf and the Blind and establishing a Teacher-Training Center, with funding provided for construction and operation.

Transition from the School for the Deaf and the Blind in Pasay City

  • Upon the establishment of the new school, the School for the Deaf and the Blind in Pasay City will stop providing education to blind students.
  • All blind students currently enrolled will be transferred to the Philippine National School for the Blind.
  • Equipment and facilities for blind education at the Pasay City school will be moved to the new school.
  • Faculty members who instruct blind students will likewise be transferred.

Creation of a Teacher-Training Center for Blind Education

  • A Teacher-Training Center will be established to train teachers specialized in instructing blind students.
  • This Center will also operate under the supervision and control of the Director of Public Schools.
  • The Philippine Normal College will provide facilities and space for this center.

Rulemaking Authority of the Secretary of Education

  • The Secretary of Education is empowered to issue necessary rules and regulations to effectively implement this Act.

Appropriations for Implementation and Operation

  • An initial appropriation of five hundred thousand pesos from the National Treasury is allocated for the fiscal year 1964.
  • Funds will cover costs including the purchase of the site and construction of school buildings.
  • Future funding requirements for operation and maintenance will be incorporated into the annual General Appropriation Acts.

Effectivity of the Act

  • The Act became effective immediately upon approval on June 21, 1963.
