Republic Act No. 3562 is entitled 'AN ACT TO PROMOTE THE EDUCATION OF THE BLIND IN THE PHILIPPINES,' and its purpose is to establish educational institutions and facilities to promote the education of the blind in the Philippines.
The Act establishes a residential school for the blind near the City of Manila known as the Philippine National School for the Blind, which shall be under the supervision of the Director of Public Schools.
The school provides instruction to the blind at the elementary level.
The School for the Deaf and the Blind in Pasay City shall cease to give instruction to the blind, and all its blind students, equipment, facilities, and faculty members teaching the blind shall be transferred to the Philippine National School for the Blind.
The Teacher-Training Center is established to train teachers for the blind and shall operate under the supervision and control of the Director of Public Schools.
The Philippine Normal College shall provide room and other facilities for the Teacher-Training Center.
The Secretary of Education is responsible for issuing the necessary rules and regulations to implement the provisions of this Act.
The sum of five hundred thousand pesos was appropriated for the fiscal year 1964 to carry out the provisions of the Act, including the purchase of site and construction of buildings for the Philippine National School for the Blind.
The amount necessary for the operation and maintenance of the school and center shall be included in the annual General Appropriation Acts.
The Act took effect upon its approval on June 21, 1963.
