Prohibited Acts

  • Illegal dumping, throwing, littering of waste in public places and immediate surroundings.
  • Urinating, defecating, spitting in public places prohibited.
  • Owners/occupants must sweep and maintain cleanliness of their frontage and surroundings daily.
  • Garbage must be stored in sealed containers and only placed outside at garbage truck arrival.
  • Illegal dumping of construction debris, junk vehicles, appliances on roads/sidewalks prohibited.
  • Public utility vehicle operators required to maintain cleanliness and provide trash receptacles.
  • Spilling or scattering waste by commercial or transport vehicles is unlawful.
  • Unauthorized contracting for domestic waste disposal services is prohibited.
  • Posting of advertisements, billboards, signs on public roads and places prohibited.

Inspection Procedures

  • MMDA or authorized agents to conduct regular inspections twice daily (7-9 AM and 5-7 PM).
  • Focus on enforcement of proper garbage handling and compliance with regulations.

Penalties

  • Violations of dumping, storage, vehicle cleanliness (Section 2a,c,e,f):
    • P500 administrative fine or 1-day community service.
    • Failure to pay: P1,000 fine or arresto menor (3-7 days) or both.
  • Violations of cleanliness of frontage, obstruction, unauthorized services and advertisements (Section 2b,d,g,h):
    • P1,000 administrative fine or 3-day community service.
    • Failure to pay: P2,000 fine or arresto mayor (7-30 days) or both.

Special Provisions

  • Illegal dumping of bulky wastes and debris incurs an additional hauling fee of P200 per cubic meter.
  • Towing of illegally dumped junk vehicles will incur a towing fee of P1,500.

Disposition of Fines

  • If apprehended by LGU officers, 100% of fines go to the LGU.
  • If apprehended by MMDA enforcers, fines are split 50% to MMDA and 50% to LGU.
  • MMDA to create guidelines for citation issuance, payment, and procedures.

Separability Clause

  • If any provision is declared unconstitutional, remaining provisions remain effective.

Repealing Clause

  • This Regulation supplements, does not repeal or modify existing local anti-littering ordinances in Metro Manila.

Effectivity

  • Regulation takes effect 15 days after publication in two Metro Manila newspapers.
