The primary purpose is to prohibit littering, dumping, or throwing of garbage, rubbish, or any kind of waste in open or public places in Metropolitan Manila and to require owners, lessees, and occupants of establishments to maintain cleanliness of their frontage and surroundings.

Solid waste is refuse arising from human, animal, and industrial activities that are normally solid in nature and discarded or thrown away as useless or unwanted. It includes degradable (biodegradable) and non-degradable (recyclable/reusable) types like garbage, rubbish, junk vehicles, appliances, industrial and special waste from residential, commercial, and other sources.

Owners, residents, lessees, or occupants of residential houses or dwelling units, commercial establishments, public or private institutions, including schools and churches, are required to sweep and maintain the cleanliness of their frontage and immediate surroundings.

Dumping, throwing, or littering garbage, refuse, or any form of solid waste in public places and immediate surroundings, including vacant lots, rivers, canals, drainage, and other waterways; also urinating, defecating, and spitting in public places are prohibited.

They are required to clean and maintain the cleanliness of their vehicles at all times and provide modest trash receptacles inside their vehicles.

An administrative fine of Five Hundred Pesos (₱500) or community service of one day. If the fine is not paid, after conviction, a fine of One Thousand Pesos (₱1,000) or imprisonment of three to seven days (arresto menor), or both may be imposed.

For bulky waste or construction debris, an additional hauling fee of Two Hundred Pesos (₱200) per cubic meter applies. For illegally dumped junk vehicles towed by MMDA, a towing fee of One Thousand Five Hundred Pesos (₱1,500) applies in addition to other penalties.

The Metropolitan Manila Development Authority (MMDA) or its deputized representatives and sanitary enforcers conduct inspections daily from 7:00 a.m. to 9:00 a.m. and from 5:00 p.m. to 7:00 p.m.

If the apprehending officer is from the Local Government Unit (LGU), 100% of the fines go to the LGU where the violation occurred. If the apprehending officer is from MMDA, fines are split 50% to MMDA and 50% to the LGU where the violation was committed.
