Definitions
- Basic Mediation-Conciliation Training: Covers core mediation concepts, skills, and ADReM-specific procedures and standards.
- Basic Microinsurance Training: Seminars on microinsurance essentials including risk protection, regulatory frameworks, and financial literacy.
- Training Provider: Institutions or individuals accredited by the Insurance Commission (IC) authorized to conduct the required trainings.
Minimum Qualifications for Accreditation
- Must be at least 21 years old.
- Proficient in English, Filipino, and/or local dialects.
- Possess good moral character.
- Able to professionally and independently conduct mediation.
- Completion of both Basic Mediation-Conciliation Training and Basic Microinsurance Training from IC-accredited providers.
Accreditation Procedures
- Submission of accomplished Personal Information Sheet with photo.
- Police or NBI clearance issued within 6 months prior.
- Certificates from two community members verifying honesty, fairness, and impartiality.
- Certificates of completion for required trainings.
- IC evaluation and issuance of Certificate of Accreditation within 5 working days upon satisfaction of requirements.
- Accreditation valid for 3 years.
- Public listing of accredited mediators-conciliators on the IC website.
- Renewal requires proof of at least three mediation cases or completion of refresher ADR seminar plus updated clearances and information.
- Existing mediators accredited by other government bodies may be accredited upon completing Microinsurance training.
Code of Conduct
- Accredited mediators-conciliators must adhere strictly to the Code of Conduct specified in Annex B of the Circular.
Termination, Revocation, or Cancellation
- The IC may terminate, revoke, or cancel accreditation for breach or non-compliance with accreditation terms or the Code of Conduct.
Effectivity
- The provisions take immediate effect upon issuance.
