The Circular aims to establish the procedures for accreditation of mediators-conciliators in Alternative Dispute Resolution for Microinsurance (ADReM) to settle disputes involving microinsurance claims through mediation.

The Insurance Commission can terminate, revoke, or cancel accreditation for non-compliance or breach of the accreditation terms and the Code of Conduct.

The Insurance Commission evaluates applications, grants or denies accreditation, maintains the official roster of accredited mediators-conciliators, and enforces compliance with the Code of Conduct.

It is a training course on mediation and conciliation concepts and skills, including procedures and standards specific to ADReM as per the ADR Framework on Microinsurance.

It includes concepts of risk protection, risk transfer mechanisms for low-income sectors, the National Strategy on Microinsurance, Regulatory Framework, Financial Literacy roadmap, and IC Circulars on Microinsurance.

It is a set of ethical guidelines accredited mediators-conciliators must abide by, details of which are provided in Annex B of the Circular.
