- Municipalities:
- Category A: First to Third Class Municipalities Cluster
- Category B: Fourth to Sixth Class Municipalities Cluster
- Cities:
- Category A: Highly Urbanized Cities Cluster
- Category B: Component Cities Cluster
- Province:
- Single category for Cleanest and Greenest Province.

Selection Process
- The National Search Committee is designated as the body responsible for establishing the criteria and parameters for selecting awardees.
- Emphasizes a systematic and objective approach to evaluating cleanliness and greenness.
Awards and Prizes
- Awardees receive:
- A Presidential Trophy.
- A Cash Prize of not less than One Million Pesos (P1,000,000.00) intended for livelihood projects.
- Funds sourced from the President’s Social Fund.
- National finalists who are regional winners in the five categories receive a Presidential Plaque of Commendation.
- Awards presented through the respective local chief executives.
Design Specifications of Awards
- The design of the Presidential Trophy and Plaque of Commendation is prescribed by the National Historical Institute of the Presidential Commission on Culture and the Arts.
- Ensures recognition devices possess cultural and historical significance.
Implementation and Effectivity
- The Executive Order takes effect immediately upon signing.
- Formalizes the awards as a regular government program to promote environmental responsibility among LGUs.
