The categories include: Cleanest and Greenest Municipalities (Category A: First to Third Class Municipalities, Category B: Fourth to Sixth Class Municipalities), Cleanest and Greenest Cities (Category A: Highly Urbanized Cities, Category B: Component Cities), and Cleanest and Greenest Province.
The National Committee on the Search for the Cleanest and Greenest Local Government Units of the Philippines was created under Memorandum Order No. 187, series of 1993.
The Search aims to inculcate values of discipline, cooperation, resourcefulness, self-reliance, cleanliness, and environmental awareness among Filipinos.
The parameters to be used in selecting the Presidential Awardees are determined by the National Search Committee.
Each national awardee receives a Presidential Trophy and a cash prize of not less than One Million Pesos (P1,000,000.00) for livelihood projects, sourced from the President's Social Fund.
Each of the national finalists representing the regional winners for the five categories receives a Presidential Plaque of Commendation.
The National Historical Institute of the Presidential Commission on Culture and the Arts prescribes the design specifications.
The Executive Order took effect immediately upon its signing on December 9, 1994.
