University role and mission
- Section 2 provides that PRMSU shall be a comprehensive state university.
- Section 2 requires PRMSU to primarily provide advance and higher professional, technical and special instructions in specified fields, including education and technology; engineering and architecture; agriculture, forestry and fisheries; public administration and management; business and accountancy; economics and finance; tourism, hospitality and culinary management; creative industries; humanities, arts and sciences; information and communications technology; maritime education; law and legal management; medicine and health-related programs; peace and security programs; and other related fields of study.
- Section 2 mandates PRMSU to undertake research and extension, and income generation programs, to support sustainable development of the Province of Zambales, the region, and the country.
Program offerings and expansion
- Section 3 requires PRMSU to offer undergraduate and graduate programs.
- Section 3 limits the fields of study to education; technology; engineering and architecture; agriculture, forestry and fisheries; public administration and management; business and accountancy; economics and finance; tourism, hospitality and culinary management; creative industries; humanities, arts and sciences; information and communications technology; maritime education; law and legal management; medicine and health-related programs; peace and security programs; and other relevant programs within the university’s areas of specialization.
- Section 3 provides that PRMSU programs must be offered within its capabilities and as the Board of Regents may deem necessary to carry out the university’s objectives.
- Section 3 directs program expansion to meet the needs of the Province of Zambales, the region and the country.
Board of Regents composition and terms
- Section 4 establishes the governing board as the Board of Regents, composed of the members enumerated in Section 4(a) to (l).
- Section 4(a) to (b) includes the Chairperson of the Commission on Higher Education (CHED) as Chairperson and the President of PRMSU as Co-chairperson.
- Section 4(c) to (d) provides membership for the Chairperson of the Committee on Education, Arts and Culture of the Senate and the Chairperson of the Committee on Higher and Technical Education of the House of Representatives.
- Section 4(e) to (g) provides membership for the Regional Director of NEDA, the Regional Director of DOST, and the Regional Director of the Department of Agriculture (DA).
- Section 4(h) to (j) provides membership for the presidents of the federation of alumni associations, the federation of student governments, and the federation of faculty associations of the University.
- Section 4(k) to (l) requires membership for:
- Three (3) prominent Chief Executive Officers (CEOs) of duly recognized national or multinational corporations, distinguished in the university’s fields of specialization or who have entered into a partnership with the university; and
- Two (2) prominent academicians in the Philippines, distinguished in the university’s fields of specialization through publication and track record in research.
- Section 4 requires the selection process for the three (3) prominent CEOs and two (2) prominent academicians from among at least five (5) qualified persons each, as recommended by a search committee constituted by the University President in consultation with the Chairperson of CHED, using normal standards and qualifications for the positions.
- Section 4 sets the term of the three (3) CEOs and two (2) academicians at two (2) years, with eligibility for reappointment for another term by the Board of Regents.
University President appointment and transition
- Section 5 provides that PRMSU shall be headed by a President who shall render full-time service.
- Section 5 provides that the President shall be appointed by the Board of Regents subject to the Board’s guidelines, qualifications and standards, upon recommendation of a duly constituted search committee.
- Section 5 creates a transition rule: the incumbent President of the RMTU shall serve as the first President of PRMSU until the end of his current term.
Transfer of assets, personnel, and land
- Section 6 transfers to PRMSU all assets (real and personal), personnel, and records of RMTU.
- Section 6 transfers to PRMSU the liabilities or obligations of RMTU.
- Section 6 requires respect for positions, rights, and security of tenure of faculty members and personnel employed under existing laws prior to the renaming.
- Section 6 provides that incumbents of positions shall remain in the same status until otherwise provided for by the Board.
- Section 6 requires the University to include an upgrade or increase in its human resource component.
- Section 6 declares that parcels of land belonging to the government occupied by RMTU are property of the University and must be titled under that name.
- Section 6 provides a reversion rule: if the University ceases to exist or is abolished, or if the parcels are no longer needed by the University, the land shall revert to the concerned local government unit (LGU) or to the Republic of the Philippines, as the case may be.
Amendments to Republic Act No. 8498
- Section 7 deems Sections 2, 3, 4, and 16 of Republic Act No. 8498 amended or modified accordingly.
Effectivity and publication
- Republic Act No. 11015 was approved on April 20, 2018.
- Section 8 provides that the Act takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
- Section 8 does not establish any other commencement rule beyond the publication-based 15-day period.
