Ramon Magsaysay Technological University is renamed President Ramon Magsaysay State University, expanding its academic offerings and enhancing its governance structure to better serve the educational needs of Zambales and the region.

RA 11015 renames the Ramon Magsaysay Technological University (RMTU) in Zambales into the President Ramon Magsaysay State University (PRMSU), expands its curricular offerings, and strengthens its governing Board of Regents, amending RA 8498 for the purpose.

The Ramon Magsaysay Technological University (RMTU) is renamed as the President Ramon Magsaysay State University (PRMSU).

All references to RMTU in RA 8498 are now referred to as PRMSU.

PRMSU primarily provides advance and higher professional, technical and special instructions in fields including education; technology; engineering and architecture; agriculture; forestry and fisheries; public administration and management; business and accountancy; economics and finance; tourism; hospitality and culinary management; creative industries; humanities, arts and sciences; information and communications technology; maritime education; law and legal management; medicine and health-related programs; peace and security programs; and other related fields.

It must undertake research and extension, and income generation programs, for the sustainable development of Zambales, the region, and the country.

PRMSU may offer undergraduate and graduate programs within its areas of specialization and according to its capabilities, as determined by the Board of Regents.

The University is governed by the Board of Regents.

They are: (a) CHED Chairperson (Chairperson); (b) PRMSU President (Co-chairperson); (c) Senate Committee on Education, Arts and Culture Chairperson; (d) House Committee on Higher and Technical Education Chairperson; (e) NEDA Regional Director; (f) DOST Regional Director; (g) DA Regional Director; (h) President of federation of alumni associations; (i) President of federation of student governments; (j) President of federation of faculty associations.

(k) Three (3) prominent CEOs of duly recognized national or multinational corporations; and (l) Two (2) prominent academicians in the Philippines with distinguished publication and research track record.

They are chosen from among a list of at least five (5) qualified persons respectively, as recommended by a search committee constituted by the University President, in consultation with the CHED Chairperson, based on normal standards and qualifications.

Their term is two (2) years and they may be reappointed for another term.

The President is appointed by the Board, subject to guidelines, qualifications and standards set by the Board, upon recommendation of a duly constituted search committee. The incumbent RMTU President shall serve as the first PRMSU President until the end of his current term to ensure a smooth transition.

All assets (real and personal), personnel, and records, as well as liabilities/obligations of RMTU are transferred to the University, while positions, rights and security of tenure of faculty and personnel under existing laws are respected, and incumbents retain their status until otherwise provided by the Board.

Parcels of land belonging to the government occupied by RMTU are declared property of the University and must be titled under that name. If the University ceases to exist/ is abolished or the land is no longer needed, the land reverts to the concerned LGU or to the Republic of the Philippines.

Sections 2, 3, 4, and 16 of RA 8498 are deemed amended or modified accordingly.

It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
