- Crisis: ongoing or imminent event causing instability or danger to society or individuals
- Disaster: hazardous event with damage to property, livelihood disruption, and/or casualties
- Emergency: immediate threat to life, health, or public safety requiring urgent response
- Field Level Incidents: • Level 1: minor but significant incidents (assault, contraband, personnel misconduct, suicide threats) • Level 2: major incidents attracting media attention (escape, riot, noise barrage, death)
- Jailbreak: coordinated escape using force or deceit involving two or more prisoners
- Jail Escape: illegal departure from jail by PDL without authority
- Jail Incident: any unusual or untoward event in jail affecting security or welfare
- Lockdown: emergency protocol to protect persons inside jail before, during, after incidents

General Guidelines on Authority and Duration
- Authority to issue, lift or extend alert status rests with: • Directorate for Operations (DO) with Chief BJMP approval (National) • Operations Division of Regional Office with Regional Director approval • Jail Warden at jail level

- Red Alert Regional: mass jail breaks, overpowered facility, armed conflict, epidemic outbreak

Lifting or Lowering Alert Status

Specific Duties of BJMP Directors and Offices
