The policy aims to provide comprehensive guidelines in raising alert status to strengthen the security of jail facilities, build disaster resilient jails, enhance preparedness, response capabilities, and apply effective management principles during critical situations.
The three levels are White Alert Status (normal operations), Blue Alert Status (50% personnel attendance, emergency preparations), and Red Alert Status (100% personnel attendance, final alert stage for imminent disaster or attack).
Jailbreak is the escape from jail by two or more Persons Deprived of Liberty (PDL) using force, threat, violence, deceit or by breaching security, with or without aid of jail officers or any other persons.
Red Alert Status is the highest level of alert requiring 100% attendance of personnel, involving 24-hour monitoring and preparedness for impending disaster or enemy attack, including planning, coordination, and activation of operational plans.
It must specify the alert level, duration (if fixed), area of coverage, relevant information, and actions to be taken by concerned offices, jails, or personnel.
Jailbreak involves escape by two or more PDL through force or deceit breaching security barriers, possibly involving others; Jail Escape refers to a single PDL leaving jail illegally without legal authority.
Violations shall be dealt with according to the 2017 Comprehensive BJMP Administrative Disciplinary Machinery, with major incidents during alert status considered an aggravating circumstance.
Field Level 2 incident reports must be reported immediately by phone to the Regional Office Operations Division followed by fax within one hour of occurrence.
