Seniority and Placement in Promotion List

  • Officers with longer active commissioned service have seniority among those who did not graduate together.
  • Active commissioned service prior to appointment as aviation cadet is not credited.
  • Officers graduating together are ranked by class standing and inserted as a group in the existing promotion list.
  • Those not commissioned immediately after graduation or without continuous active service are ranked appropriately among officers with comparable service.
  • No officer is placed above another who graduated earlier unless deferred by a selection board.

Grade of Appointment

  • Appointment will be in the grade the officer is eligible and qualified for on the appointment date.
  • Grade must align with the promotional policies as of June 7, 1955.
  • Appointment grade cannot be higher than the officer immediately below nor lower than the officer immediately above in the promotion list.

Duration and Effectivity

  • The order took effect immediately upon issuance on October 10, 1955.
  • The order remains in operation until the expiration of the two-year period specified in Republic Act No. 1231.
