The President of the Philippines has the authority to appoint reserve officer pilots in the Regular Force of the Philippine Air Force in grades higher than second lieutenants, as empowered by Republic Act No. 1231.
The reserve officer pilot must: (a) be a graduate of the Philippine Air Force Flying School or a United States Air Force Flying School; (b) be a natural-born citizen of the Philippines, of good moral character, physically fit for general military service, and not more than twenty-six years old on the date of graduation; (c) have rendered at least two years of active commissioned service as of June 7, 1955; and (d) have been on active commissioned status as of June 7, 1955.
Appointments of reserve officer pilots under Republic Act No. 1231 in the Regular Force shall not exceed thirty in number.
Among officers who did not graduate together, seniority is determined by the longer length of active commissioned service, excluding any period of service prior to appointment as aviation cadet.
They are inserted as a group according to their class standing upon graduation into the existing promotion list at the time of their appointment, with the least ranking in the group placed immediately above the most senior officer who graduated later.

An officer shall be appointed in the grade for which he is eligible and qualified on the date of appointment according to the promotional policies for regular officers in effect on June 7, 1955, and such grade shall not be higher or lower than the grades of officers immediately below or above whom he is inserted in the promotion list.
