Manuel L. Quezon's Executive Order No. 307 establishes regulations for the employment of common and semiskilled laborers in public works, prioritizing those registered with the National Social Security Administration and ensuring equal opportunity regardless of political or social affiliations.

Prioritization of Registered Laborers

  • Employment preference is given to individuals registered with the NSSA or its authorized agencies.
  • Registered laborers must possess certificates verifying their need and fitness for employment.

Equal Employment Opportunity

  • Employment decisions must be made without regard to political affiliation, religious creed, social or family relations, or any material considerations.
  • Fitness for employment, need for employment, and job availability are the sole criteria.

Geographic Allocation of Laborers

  • In Manila, only laborers with NSSA-issued registration certificates may be employed.
  • In provinces and other chartered cities, only those with certificates from local NSSA agencies may be employed.

Procedure for Labor Requisition

  • Requisition orders for laborers must be submitted at least five days in advance.
  • Requisitions must specify:
    • Number of laborers needed
    • Nature and kind of work
    • Date and place of reporting
    • Name of the project

Preference for Local Residents

  • Preference in employment is given to certified residents of the city or municipality where the project is located.
  • Officials must avoid hiring nonresidents when qualified resident laborers are available.

Rotation System for Equitable Employment Distribution

  • In areas with more applicants than available jobs, a rotational system of employment is implemented.
  • Laborers are employed in groups for fifteen days and replaced by other groups subsequently.

Compliance with Commonwealth Act No. 303 on Payment of Wages

  • Government officials are enjoined to expedite preparation of labor payrolls.
  • Prompt wage payment at the end of each quincena or employment period is required.
  • Payments must be made on-site and not be delayed beyond two days after the employment period ends.
