The main purpose of Executive Order No. 307 is to prescribe rules and regulations governing the employment of common and semiskilled laborers in public works, supplementing Executive Order No. 299.
The National Social Security Administration and its duly authorized agencies are responsible for the procurement of common and semiskilled laborers for public works.
Preference must be given to laborers registered with the National Social Security Administration and its agencies who have certificates proving they are in need of and fit for employment.
Employment should be based solely on the fitness for and need of employment, and the availability of work, regardless of political affiliation, religious creed, social or family relations, or any material consideration.
In the City of Manila, laborers must be secured from those possessing certificates of registration issued by the National Social Security Administration.
Requisitions must include the number of laborers desired, the nature and kind of work, the date and place where laborers should report for duty, and the name of the project.
Certified residents of a city or municipality are given preference for employment on projects within that city or municipality.
A rotation system of employment is prescribed, where groups of laborers are employed in periods of fifteen days and then replaced by other groups after their turn.
It requires that labor payrolls be prepared promptly and wages be paid at the end of each quincena or employment period on-site, not delayed more than two days after such period ends.
