DENR Administrative Order No. 18-93 establishes a revised schedule of forestry administrative fees, detailing application, license, permit fees, performance bonds, service fees, and rental rates for various forestry-related activities and products.

Application Fees

  • Non-timber forest products (excludes specific products) charged P0.20/unit, minimum P250
  • Forest products processing and utilization applications:
    • Inspection: P300/application
    • Certificate of registration (poles, piles, logs, lumber dealers): P500/application
    • Wood processing plants: P500/application
    • Rattan manufacturing/processing plants: P500/application
  • Grazing land application: P5/ha, minimum P500
  • Special use of forest land: P300/application
  • Mining prospecting: P1/ha, minimum P500
  • Industrial Tree Plantation (ITP) and Tree Farm (TF): P0.50/ha, minimum P100

License/Permit Fees

  • Certificate of registration for dealers: P400
  • Wood processing plants permit fees based on daily rated capacity:
    • Below 24 m3: P750
    • 24 to 47 m3: P900
    • Above 47 m3: P1,000
  • Veneer/plywood and wood-based panel plants fees tiered by annual log requirement (from P1,400 to P8,500)
  • Wood treating plants: P3,000
  • Rattan manufacturing/processing: P50 per every 10,000 capitalization

Performance Bonds

  • Timber License Agreement (TLA): 20% of total forest charges based on Allowable Annual Cut (AAC), minimum P10,000 + reforestation deposit
  • Private land timber permit/license, special permits: P1/cu.m AAC, minimum P1,000
  • Other forest product licenses:
    • Firewoods, charcoal, daluru: 20% forest charges, minimum P1,000
    • Rattan poles/splits: Twice value of forest charges, minimum P10,000
    • Other non-timber products: 20% of market value, minimum P1,000
  • Wood processing plants: P600/cu.m daily rated capacity, minimum P10,000
  • Rattan plants: P3 per 1,000 linear meters, minimum P5,000
  • Grazing land: P20/ha, minimum P3,000
  • Logging waste utilization: P100/cu.m, minimum P10,000
  • Surety bond allowed if exceeding P1,000, must be 25% higher than cash bond

Service Fees

  • Survey fees: P50/ha, minimum P2,000 + actual transport costs
  • Timber inventory fees vary by intensity (5%-100%), from P15 to P200/ha + transport cost
  • Railroad tie identification and tally: P0.25 per tie, minimum P300
  • Lumber grading/identification: P13.50/cu.m, minimum P300
  • Lumber tallying: P5/cu.m, minimum P300
  • Log grading, identification, scaling: P10/cu.m, minimum P300
  • Inspection/survey for grazing/agro-industrial/special forest uses: P50/ha, minimum P2,000

Rental Fees

  • Special forest land uses rental by area:
    • 1 ha or less: P70/ha
    • Over 1 to 5 ha: P150/ha
    • Over 5 ha: P250/ha
  • Grazing land rental by climatic type:
    • Type 1: P15/ha
    • Types 2,3,4: P20/ha
  • Industrial Tree Plantation, Tree Farm, Rattan Plantation:
    • Years 1-5: No rental
    • Years 6-10: P0.50/ha
    • 11th year onward: P1.00/ha

Silvicultural Fees

  • Regulatory fines for damaged residual trees: Four times the amount of applicable forest charges

Other Fees

  • Oath fee: P30/application
  • Appeal fees:
    • Grazing: P3,000/case
    • Timber License Agreements: P5,000/case
    • Other land users: P1,500/case
  • Document authentication (certified copies): P30/sheet + P3 documentary stamps
  • Sale of Forestry Management Bureau publications: At cost

Effectivity and Amendments

  • Order supersedes earlier related orders and regulations inconsistent with it
  • Takes effect 15 days after publication in a newspaper of general circulation
  • Nullity of any provision does not affect validity of the rest
