General Qualifications and Standards

  • Education: Must possess a formal baccalaureate degree from an accredited institution.
  • Health: Pass psychiatric/psychological, drug, and physical examinations.
  • Age: Between 21 to 30 years old.
  • Height and Weight: Specific height/weight standards apply with permissible waivers.
  • Eligible under certain recognized examinations or eligibilities (PNP Entrance Exam, CSC Police Officer Eligibility, Bar, etc.).

Procedural Guidelines for Recruitment and Selection

  • Notices posted publicly; media advertisements may be used.
  • Screening Committees formed per region, composed of designated PNP and local officials.
  • Applicants must submit necessary documents including authenticated birth certificates, eligibility ratings, clearances, educational credentials, and medical certificates.
  • A multi-stage sequential evaluation includes ranking by exam or eligibility, physical agility test (PAT), neuro-psychiatric exam, medical and dental exams, character/background investigation, and final interview.
  • Drug tests are conducted independently.
  • The top 150% of quota applicants from ranking take PAT, with clearly defined event standards and passing scores.
  • Background investigations are continuous and must be completed within 30 days.
  • Final interview assesses overall suitability and personality.
  • Results are compiled into a summary table for transparency.

Recruitment for Special Action Force and Headquarters Support Service

  • Follows similar procedures with slight variations in initial ranking stage.

Review by Napolcom and CSC

  • Screening committees submit candidate lists and documents to Napolcom and Civil Service Commission for review and attestation.
  • Any disqualification findings must be communicated to authorities and applications withdrawn as necessary.

  • Failure to meet weight requirements within six months results in separation.
  • Waivers do not guarantee appointment; applicants must have compensatory qualifications such as specific skills, experiences, or talents.
  • Disqualifications are waived in order: age, height, then weight.
  • Separated PNP members under waivers may reapply if they meet minimum qualifications.

Penal Clause

  • Non-compliance by chiefs or committee members results in immediate relief from duty, bar from major responsibility positions, and promotion ineligibility pending case resolution.

Effectivity

  • The Circular takes effect 15 days after filing at the University of the Philippines Law Center in accordance with Executive Order No. 292.
