The Circular prescribes the standard procedures for the recruitment, selection, and appointment of PNP uniformed personnel specifically for Police Regional and Provincial Mobile Groups, Special Action Force, and Headquarters Support Service to ensure merit, fitness, and equal opportunity in appointments.

Recruitment shall be based on the principle of merit and fitness and shall be open to all qualified individuals without discrimination on account of gender, religion, ethnic origin, or political affiliation.

The qualifications include: Filipino citizenship, good moral character, passing psychiatric/psychological, drug, and physical tests, possession of a baccalaureate degree, eligibility as per Commission standards, no dishonorable discharge or dismissal from previous employment, no final conviction involving moral turpitude, minimum height and weight requirements, and age between 21 and 30 years.

Applicants must have eligibility from the PNP Entrance Examination, CSC Police Officer I/Police Officer eligibility (Second Level Eligibility, 1998 onwards), RA 1080 (Bar and Board exams), or PD 907 (eligibility for college honor graduates).

They must post recruitment notices, organize a Screening Committee, receive complete applications, conduct sequential tests including written exams, physical agility, neuro-psychiatric, medical, character and background investigations, final interviews, and submit their recommendations to Napolcom and CSC for review and attestation.

The PAT consists of pull-ups or horizontal bar hang, two-minute push-ups, two-minute sit-ups, 100-meter run, and 1000-meter run with a maximum of 100 points and passing score of 70 points. Scoring differs by gender and time standards.

Waivers may be granted only when the number of qualified applicants falls below the approved quota or by the Commission en banc, including consideration for indigenous group applicants with special height requirements.

Waivers consider outstanding accomplishments, special skills in law enforcement, martial arts, marksmanship, talent in sports or music, and extensive experience in forensic or technical services. Waiver requests prioritize age, then height, then weight.

They receive a temporary appointment valid for up to twelve months, which becomes permanent after completing the PSBRC and a one-year field training program.

They shall be immediately relieved from their posts, barred from positions of major responsibility, and not considered for promotion pending case resolution.
