NPC bases its authority on Section 14 of R.A. No. 6975, as amended, which mandates the National Police Commission to exercise administrative control and operational supervision over the Philippine National Police.
To establish a system characterized by strict observance of merit, fitness, and equal opportunity in the recruitment/selection/appointment of PO1 for RMGs, PMGs, SAF, and HSS; and to ensure appointments comply with existing laws, rules, and regulations.
No. Section II(B) provides that there shall be no discrimination on account of gender, religion, ethnic origin, or political affiliation.
Under Section IV(A)(8), the PNP Regional Screening Committees process applicants up to 150% of the approved quota in all regions/provinces, and only those in the top 150% proceed to the Physical Agility Test.
Under Section II(D), no person shall be appointed as PO1 unless the minimum qualifications for appointment under Section 14 of R.A. No. 8551 have been satisfied.
Preference is accorded to applicants who are residents of the region/province (Section II(E)). It is a preference, not a waiver or replacement of the merit/fitness requirements.
Section II(F) and Section VII(A)(1) allow waivers only when the number of qualified applicants falls below the approved regional/provincial quota (with additional special rules for indigenous-group height waivers).
Height waiver applicants who are members of indigenous groups may be considered only for appointment in areas where they are considered indigenous by NCIP or OMA (Section II(F) and Section VII(A)(2)).
Key items include: Filipino citizenship; good moral character; passing psychiatric/psychological, drug, and physical tests (Section III(A)(3)); possession of a formal baccalaureate degree (III(A)(4)); eligibility standards (III(A)(5)); not dishonorably discharged/dismissed (III(A)(6)); not convicted by final judgment of an offense involving moral turpitude (III(A)(7)).
Applicants must be at least 21 and not more than 30 years old (Section III(A)(10)). Age is computed such that one is considered 21 on the 21st birth date and considered more than 30 on the 31st birth date. Height/weight minimum/maximum ranges are specified by Section III(A)(8)-(9): at least 1.62m (male) and 1.57m (female), and weight not more or less than 5kg from standard weight corresponding to height/age/sex.
Section IV(A)(7) requires sequential conduct for: (a) ranking via written exam/eligibility rating, (b) Physical Agility Test, (c) neuro-psychiatric exam, (d) physical/medical/dental exam, (e) character/background investigation, and (f) final interview. The Drug Test is not sequential and may be conducted anytime.
Under Section IV(A)(9), the PAT shall be administered only with the presence of the Napolcom representative; in no case shall PAT be conducted without such presence.
They include: CSC Form 212; authenticated Birth Certificate; Report of Rating of Eligibility authenticated by the issuing authority; two 2x2 black and white pictures; Transcript of Scholastic Records and Diploma authenticated by school; clearances from barangay, local police station, RTC/MTC, and NBI; and a medical certificate issued by the local health officer.
Section IV(A)(6) provides that within ten (10) days from submission of application papers, the Regional Screening Committee shall start conducting initial processing and preliminary interview.
Drug test report: within five (5) days from administration (Section IV(A)(7)); neuro-psychiatric report: within five (5) days from conduct (Section IV(A)(10)); physical/medical/dental exam report: within five (5) days from the last day of examination (Section IV(A)(11)).
Character and background investigation is to be completed within thirty (30) days from receipt of the list of qualified applicants (Section IV(A)(12)); the RIID/PIID submits result of validation to the Regional Screening Committee within three (3) days from completion.
Temporary appointment is issued to newly appointed PO1 who meets required education/eligibility except training requirement PSBRC; it shall not exceed twelve months from issuance (Section VI). Permanent appointment is issued after completion of PSBRC and a 12-month field training program involving actual experience in patrol, traffic, and investigation (Section VI).
Section II(G) prohibits the appointing authority from issuing a Special Order earlier than the date of issuance of the appointment. Section II(H) states no appointee is entitled to salary prior to taking the Oath of Office and assumption of duty.
They shall be immediately relieved, shall not be designated to any position of major responsibility, and shall not be considered for promotion pending resolution of the case (Section VIII).
